A grade 12 certificate or equivalent. A minimum of 3 to 5 years’ experience in human resource administration. Knowledge of human resources functions and practices, including the ability to capture data, operate a computer and collate administrative statistics. Basic knowledge and insight of human resources prescripts. Knowledge of basic financial operating systems (PERSAL, BAS, LOGIS, etc.). Knowledge of registry duties and practices. Working knowledge and understanding of the legislative framework governing the public service. Knowledge of storage and retrieval procedures in terms of the working environment. Understanding of the work in registry. Computer literacy. Planning and organising. People and Diversity Management. Client Orientation and Customer Focus. Good verbal and written communication skills. Accountability and Ethical Conduct. Interpersonal relations, flexibility and teamwork. Basic knowledge of problem-solving and analysis.
Duties
The incumbent will be responsible for supervising and rendering human resource clerical services for LOCMA. Implement human resource administration practices, including HR provisioning (recruitment and selection, appointments, transfers, verification of qualifications, secretariat functions at interviews, absorptions and probationary periods). Implement conditions of service and service benefits (leave, housing, medical, injury on duty, long-service recognition, overtime, relocation, pension and allowances). Implement termination of service. Recommend transactions on PERSAL according to delegations, with final authorisation effected at a higher level (preferably at Assistant Director or higher). Support performance management and prepare reports on human resource administration issues and statistics. Address human resource administration enquiries by liaising with internal and external stakeholders in relation to recruitment and selection, implementing termination of services, implementing appointments on the HR system, keeping filing records up to date, and keeping and maintaining the asset register of the component. Supervise human resources staff by allocating work and ensuring quality, supporting personnel development, assessing staff performance, and applying discipline.
