Requirements
A relevant NQF level 6 qualification. At least three (3) to (5) five years Assistant Director’s or Principal / Chief Development Expert’s experience in Economics, Accounting and / or Financial Management (tariff of pricing) environment. Exposure to a tariff or pricing environment. Knowledge of the Water Service Act, National Water Act and the relevant water policies. Understanding of the MFMA and the relevant circulars. Knowledge of norms and standards for tariffs in terms of section 10 of the Water Services Act. Knowledge of financial management, financial planning and modelling. Knowledge of Public Service Act and Public Service Regulations. Understanding of intergovernmental sector (IGR), and local government sector in South Africa. Negotiation skills. Ability to write reports and submissions. Ability to compile presentations. Knowledge of project and programme management, and Financial Management. Computer literacy. Problem solving and analysis. People management and empowerment. Client orientation and customer focus. Good communication skills both (verbal and written). Accountability and ethical conduct.
Duties
Develop tariff determination standards and regulatory guidelines in relation to water pricing by bulk water providers. Analysis of tariffs input cost factors and all projections. Analysis of the interrelationship between economic and financial variables. Reconcile the implications of both economic and financial variables. Conduct performance assessment by bulk water institutions. Compile reports on the performance on annually basis at minimum. Manage the tariff consultation process. Oversee tariff consultation processes to ensure all affected parties are consulted. Management of human and financial resources. Prepare organisational plan, performance agreements and performance assessments.
